How can I get my lawn to grow?

I live in a ground floor flat (appartment). I have a tiny back garden, with a very small lawn. I moved in about 4 years ago, when the flat was newly built, however there have been various buildings in this area for at least 200 years. When I moved in the lawn looked lovely, but over the first winter most of the grass died off. Since then, I have reseeded the worst patches, reseeded the whole lawn and laid new turf. I’ve also spent lots of time poking holes inthe lawn with a garden fork and filling these with sand to improve drainage, and have dug compost into the soil. Nothing seems to work, each time, all the grass has died. the plants growing in the garden (in the same soil) are doing well. Grass grows between the paving slabs next to the lawn. The neighbor’s lawns look fine. Lots of moss and clover grows on the lawn and there are loads of worms.
Any ideas? or shall I give up and put paving down?
I water it regularly during dry weather. Hosepipes are currently banned in this area but it’s so small it’s easy to do with a watering can.

    I highly recommend Scott’s lawn products. They WORK. I grew a lawn on TOP of pavement with it, just to see if it could be done. Yes, it can be done. Scott’s law products are the way to go.

    You should go get some epsom salt it really works, You mix that with water. First go get some grass seeds and then sray the mixture on top every four days and water regularly every day after the peak heat

    PEE ON IT AND HAVE LOTS OF PARTIES ON YOUR LAWN!!! USE FERTILIZER.

    Water it daily for an hour or more.

    Don’t give up! You need to test your soil to find out what is going on with it. Ph (acidity or alkaline), mineral content and other indications will tell you exactly what kind of preparation you must do before you set seed or sod. Once you have those results, go to a nursery and ask them for the proper amendments to bring your soil to the proper state. Also, don’t overwater. Flooding kills sod. Your lawn grass should ’spring up’ after walking on it. If it lays down, then you need to water. Conversely, if you see water pool around your feet, there’s too much water.
